Nor shall bishops, administrators, canons, chaplains and other secular priests, or religious of whatsoever Order or by whatsoever title designated, be obliged to celebrate Mass otherwise than enjoined by Us.

Saint Pius V is the custodian of the tradition, maintains the full tradition as it has developed according to the Council and the Magisterium.
As Catholics were distinguished by their adherence to tradition, so heretics, according to the fathers, were known by their repugnance to it; tradition invariably bore testimony against them. The Council of Trent voiced the teaching of the Church in all ages by anathematizing those who rejected tradition.
